There is very rich open source support for Web services. To give just a couple of examples, the Apache project has the Axis sub-project which supports SOAP interaction. My firm has used the Perl module SOAP::Lite to integrate Web services into an application infrastructure. I definitely recommend that you consider open source alternatives if you're looking to get into Web services. Good luck!
