What's the best solution to running SuSE on HDD 1 and XP on HDD 0 while trying to learn Server and such? Is it Mandatory to run FAT if the OS is on a totally different drive?

GRUB can boot Windows off a second drive, but I do not recommend it. I suggest you install the Windows drive as the first drive, add a small Linux boot partititon to it, then store the Linux boot there and mount it under /boot on the second drive that will then run Linux. With the extremely low cost of machines today, why not have two separate machines? It means you can use both then.
