"Publisher cannot open files from a different version" is the message shown. Can OpenOffice come to my rescue?

Writer can open nearly anything but, unfortunately, Publisher is stubborn. Documents created in Microsoft Publisher can't be opened in any other program. That's a real drawback to the Publisher file format. However, I'm not sure why you'd be having problems between Publisher versions.
If possible, perhaps the person who sent you the Publisher document can save it up and/or down to different versions to give you other options to try.
