I would like to know the exact steps for installing 9i AS (Application Server) on Red Hat AS (Advanced Server) 3. I have the steps for installing Oracle 9i DB but I would like to know installation steps for Oracle 9i AS on Red Hat AS 3.

I haven't seen the exact steps for the AS 3 install, but perhaps these instructions for installing 9i AS on Red Hat AS 2.1 might help you.
